Job Description
The Contracts Manager is responsible for the full lifecycle management of Government and commercial contracts in support of World View programs. This role ensures compliance with applicable U.S. federal regulations, including FAR, DFARS, other agency-specific requirements, and international regulations as applicable, while supporting business objectives through effective contract negotiation, administration, and risk mitigation.
The ideal candidate is a government contracts professional with deep expertise in federal procurement processes, contract negotiation, and administration within the defense or aerospace industry. They possess strong business acumen, exceptional attention to detail, and the ability to balance regulatory compliance with operational and program objectives. Success in this role requires cross-functional collaboration with Program Management, Legal, Finance, Supply Chain, and executive leadership in a fast-paced and highly regulated environment.
Key Responsibilities
· Lead the administration and management of U.S. Government prime contracts, subcontracts, cooperative agreements, OTAs, teaming agreements, and related contractual documents throughout the full contract lifecycle.
· Serve as the primary contracts interface with U.S. Government agencies, including DoD, NASA, and other federal customers, as well as prime contractors and subcontractors.
· Ensure compliance with FAR, DFARS, agency-specific regulations, ITAR/EAR requirements, and other applicable federal contracting regulations and policies.
· Review and analyze solicitations, RFPs, RFIs, BAAs, and contract terms to identify contractual, financial, and compliance risks.
· Support capture and proposal efforts by developing compliant contract strategies, reviewing flow-down requirements, and advising leadership on contractual obligations and risk mitigation approaches.
· Lead negotiations with government agencies, prime contractors, and commercial partners regarding terms and conditions, statements of work, intellectual property provisions, data rights, and compliance requirements.
· Manage contract modifications, funding actions, change requests, stop-work orders, claims, REAs, and dispute resolution activities in accordance with federal contracting requirements.
· Provide strategic guidance to leadership and program teams regarding contract interpretation, compliance obligations, and government customer communications.
· Support government audits, contractor purchasing system reviews, and compliance assessments conducted by agencies such as DCMA and DCAA.
· Maintain disciplined contract documentation, records management, and audit-ready files in accordance with company policies and federal regulations.
· Collaborate with Program Management and Finance to monitor contract funding, deliverables, invoicing requirements, and contract performance objectives.
· Mentor junior team members and support the development of contracts management processes, procedures, and best practices that strengthen compliance and operational efficiency.
· Stay current on changes to federal acquisition regulations, agency guidance, and government contracting trends impacting the defense and aerospace industries.
Basic Qualifications
Bachelor’s degree in Business Administration, Finance, Law, or a related field.
Minimum of 7–10 years of experience in government contracts management within the defense or aerospace industry.
Demonstrated knowledge of FAR, DFARS, and U.S. Government contracting principles.
Experience managing prime contracts and subcontracts for DoD and/or Space/NASA programs.
Strong negotiation, analytical, and problem-solving skills.
Excellent written and verbal communication skills.
Ability to obtain and maintain a U.S. Government security clearance.
Preferred Qualifications
Master’s degree, Juris Doctor (JD), or relevant advanced degree.
Professional certification such as CPCM (Certified Professional Contracts Manager) or NCMA certification.
Experience with classified programs and handling controlled unclassified information (CUI).
Familiarity with international contracting (ITAR/EAR compliance).
Experience working in a matrixed organization supporting multiple programs.
