Contracts Manager- Government Programs at Hidden Level

Position Overview:

Hidden Level is transforming airspace safety with innovative, scalable drone detection and airspace technology. We provide real-time, actionable data to enhance security across various environments. As we expand, we are searching for a Contracts Manager, who will lead contracting strategy and execution for some of the company’s most U.S. Government programs.

This role is designed for a leader who combines deep regulatory expertise with the ability to execute and advise on risk-based business decisions. The successful candidate advice and work with capture teams, program management, operations and executives, to own high-value Federal contracts end-to-end.

Location: Flexible. Hybrid work in Syracuse NY or Washington D.C.; Fully Remote options also considered.

Responsibilities:

Federal Contract Leadership

  • Lead cradle-to-grave contract management for large, complex Federal programs, including prime contracts and strategic subcontracts.
  • Manage IDIQs, task orders, and multi-year programs with complex CLIN structures.
  • Draft and review teaming agreements, subcontracts, and OTAs.
  • Lead onSBIR Phase I, II, and III awards, including transitions to follow-on production or prime contracts.
  • Serve as the primary contracts interface with Contracting Officers, KO representatives, and prime contractors.

Capture and Proposal Support

  • Advisecapture and BD teams pre-RFP on contract type, risk posture, and teaming strategy.
  • Lead solicitation reviews; map FAR/DFARS and agency supplements; develop compliance matrices.
  • Draft and support Contracts Volumes, certifications, and OCI mitigation materials.

Negotiation and Execution

  • Lead negotiations on data rights, IP, indemnities, limitations of liability, flow-downs, pricing structures, and CLIN terms.
  • Manage contract execution activities, including mods,fundingand POP changes, ECPs, and support for REAs and claims.
  • Exercise judgment within delegated authority and escalate unresolved risk appropriately.

Compliance and Governance

  • Ensure compliance with FAR/DFARS, agency requirements, and company policies.
  • Maintain CPSR-ready, audit-defensible contract files.
  • Track contractual obligations, CDRLs, deliverables, and closeout activities.
  • Support DCMA, DCAA, and internal audits asrequired.

Business Partnership

  • Adviselegal,program managers, finance/pricing, engineering, security, and executive leadership on contractual obligations and risk.
  • Translate regulatory requirements into practical guidance that supports execution.

Required Qualifications:

  • BA/BS and10+ years of U.S. Government contracts experience (or equivalent). Experience within the GovernmentandPrime defense contractor or major subcontractor preferred.
  • Demonstrated experience managing complex Federal contracts across multiple contract types.
  • Strong working knowledge of FAR/DFARS and CPSR expectations.
  • Active Secret clearance or ability to obtain one.

Compensation and Benefits: Hidden Level offers a competitive salary and a comprehensive benefits package, including health insurance, paid parental leave, flexible time off, 401(k) with employer contributions, life insurance, disability insurance, and potential stock options.

Salary Range: The anticipated salary range for this position based out of Syracuse, NY is estimated at $122,000 to $157,000 annually. Please note that the salary information is a general guideline only. Hidden Level considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
